摘　　要：面对国家财政性投入短缺以及历史性欠账的清还,高校不得不采取一种"被动选择",把融资渠道从政府转向银行。高校作为具有独立法人资格的公益或非营利性组织,对贷款的偿还负有法律责任。但实际上,解决好高校债务问题,归根结底还需要政府在其中有所作为,这并不意味着政府要帮高校无条件偿还债务,而是通过政策引导促使高校及时、逐步地化解债务。In the face of government financial investment shortage and historical debts, colleges and universi- ties are driven to make a ＂passive choice＂, turning from government to banks for financing. As public and nonpro- fit organizations with independent legal entities, Colleges and universities are liable for the repayment of the loans. But in fact, to solve the debt problems, it is the government that has to take some measures, which does not mean that the government will help repaying all the debts unconditionally, but promoting universities through policy guid- ance to resolve the debt problems promptly and gradually.
