摘　　要：高技术服务业是我国新型产业,其健康发展对我国经济具有重要意义。文章从知识管理的角度,构建高技术服务业研发机构的技术创新能力评价指标体系。采用模糊综合评价和DEA评价法,对我国高技术服务业研发机构的技术创新能力进行评价,得出我国高技术服务业研发机构技术创新能力总体上处于中等水平,但各个行业研发机构的科技创新效率总体较强的结论,同时对其原因进行了分析。最后提出增加创新资源投入、提高创新资源的利用效率、促进协同创新和改善技术创新宏观环境的建议。The high technology service is a new industry in China. Its healthy development has great significance to China＇s economy. In this article, we build a system of technological innovation ability in R＆D institution of high-tech services from the perspective of knowl- edge management. And then we make an evaluation of the ability by fuzzy comprehensive method and DEA method. On the basis, we conclude that the ability in R＆D institutions of high-tech service industry is only at the middle level on the whole. But the efficiency of technological innovation in R＆D institutions is strong in general. Meanwhile, we have analyzed the reason of the research result. At the end of this essay, we put forward countermeasures such as increasing investment, improving utilization, promoting collaborative inno- vation and macroeconomic environment of technological innovation activity.
