摘　　要：在第二届青奥会筹办、举行阶段,为了保证赛事的顺利进行,举办方需要大量、及时的水利信息进行决策支持。系统提供相应的水雨情信息服务和相关预警功能支撑,并将预警信息与防汛预案相对接,通过短信方式及时地把防汛工作部署指令发送到相关责任方,相关责任方可以据此开展及时有效的防汛工作。系统总体分为数据层、平台层、服务层及显示层,利用数据交换程序,自动扫描同步远程数据库中的数据到本地。同时使用Struts,Hibernate,WEBGIS,FusionCharts等技术,完成系统功能和展现,用户体验好。During organizing and holding period of the 2nd Youth Olympic Games, organizers need a lot of water information for decision support in order to ensure the smooth progress of events. The system provides the appropriate water and regime information services and related early warning function support, and combines early warning information with flood control plan. It sends the flood control work instructions to the related responsible sides timely by SMS. The related s can carry out timely and effective flood prevention work accordingly. The overall system is divided into data layer, platform layer, service layer and presentation layer. Data exchange program automaticly scans remote data in the database to keep the local data synchronous. Meanwhile, it uses technology like Struts, Hibernate, WEBGIS, FusionCharts to complete function and presentation of the system. The user experience well.
