摘　　要：现代企业的竞争归根到底是人才的竞争。因此,能否采取有效的人力资源管理来提高企业竞争能力,是广大中小企业得以生存和发展的关键。实施人力资源预算管理,能合理配置人力资源,有效控制人力资源管理成本,促进企业战略目标的实现。The competition among modem enterprises is the talent competition. Therefore, taking effective human resource management to improve the competitiveness of enterprises is the key for the survival and development of the majority of SMEs. Implementation of the budget of human resources management can rationally allocate the human resources, effectively control human resource management costs, and achieve corporate strategic goals.
