摘 要:有效的保障性住房供给应同时满足保障对象住房的可支付性和周边公共服务设施的可达性。基于北京市在建或已建成的公共租赁住房项目,应用剩余收入法计算了保障对象的租金可支付能力。测算结果表明公租房租金补贴的发放使得公租房对于低等收入家庭和中低收入家庭的可支付性得到了明显提升;但仍有部分低等收入家庭和中低收入家庭存在住房支付困难。同时,分析了公共租赁住房的空间分布特点以及包括地铁站、医院、中小学在内的公共服务设施的可达性。结果表明北京市公租房项目多集中于东部、南部和北部的五环到六环之间,西部则较少;目前北京市的公租房交通可达性较差,项目周围教育资源可达性和医疗资源可达性比交通可达性好。并探讨了北京市公租房建设所面临的挑战以及相关的政策建议。Effective affordable housing supply calls fur affordability and accessibility to public services. This paper analyzes the affordability of eligible households of Public Rental Housing programs in Beijing, using the Residual Income Approach. Result shows that the distribution of Public Rental Housing rent subsidies significantly improves the affordability of low-income households and low- to-middle-income households. While income gap still exists among partial low-income households and low-to-middle-income households. Meanwhile, accessibility to public services, including elementary and middle schools, hospitals and public transportation, is measured based on the spatial distribution of Public Rental Housing programs in Beijing. The result indicates that Public Rental Housing projects are generally located between the fifth ring and sixth ring in eastern, northern and southern Beijing, with relatively poor traffic accessibility and imbalanced distribution of education and health resources. The result reveals the challenging of Public Rental Housing in both affordability and accessibility in Beijing.
