2012年中国稻米进口激增原因分析及对中国粮食安全的战略研究

摘　　要：2012年中国稻米进口量激增,创下了历史纪录。本文针对这一现象,对中国稻米进口总量、各品种进口量及进口国别等进行分析。通过对比发现,水稻丰收使得东南亚各国之间展开了稻米出口竞争,进而拉低了国际市场稻米出口价格,并继而大大低于国内价格是2012年中国稻米进口激增的根本原因。但从形势来看,国际稻米价格应不会长期在低位运行,中国稻米大量进口也不会长期持续。为保证中国粮食安全,必须坚持口粮高度自给,同时应对饲料粮适度放开。此外,还要加强国际合作,充分发挥FAO和WTO的作用。China's rice imports surged, which set a record in 2012. Focusing on this phenomenon, this paper analyzed China's total rice imports, imports of all varieties and import countries. By comparison, the rice harvest launched a rice exports competition between the Southeast Asia countries, and then pulled down the price of export rice in international market, and in turn significantly lowered domestic price, which is the root cause of rice import surges in 2012. However, according to the current situation, the international rice prices should not be long- running low,and a large number of rice imports will not last long. In order to ensure food security in our country, Chinese government must insist on food grain highly self- sufficient, while responding to moderate liberalization of feed grain. Also, Chinese government need to strengthen international cooperation and give full play to the role of FAO and WTO.
