摘 要:由于政府规制涉及政治博弈、行政立法以及政府再造,因此经济学、政治学、法学等学科都对政府规制进行了深入的研究。规制经济学阐明了政府规制的原因与内容、成本与收益,探讨了政府规制的目标函数与腐败机理,奠定了其他学科关于政府规制研究的知识基础。规制政治学解释了规制政策制定的政治过程和规制政策执行的内在动因,揭示了规制政策评价面临的困难与规制政策失灵的根源。法学领域的政府规制研究涉及行政程序、立法博弈、规制者规制等方面,形成了政府规制的行政法学理论。不同学科视角的政府规制研究初步建构了政府规制的知识体系。Involved in political game, administrative legislation and government reengineering, gov- ernment regulation is studied in economics, politics, law and other disciplines. Regulatory economics il- lustrates reasons and contents, as well as costs and benefits of government regulation, and probes into the objective function of government regulation and mechanism of corruption, which lays a research foundation for other disciplines. Regulatory politics explains political process in regulation policy mak- ing and inner drive of policy implementation, which reveals difficulties in the regulation policy evalua- tion and failure in regulation policy. Government regulation in law science involves administrative pro- cedures, legislative game, regulator's regulation, etc. , which forms the government regulation theory of administrative law. The research in different disciplines has constructed the preliminary knowledge system of government regulation.
