地方综合院校国防生教育管理模式的研究——河北大学的实践与探索

摘　　要：系统论证我国地方综合性院校依托普通高校培养军事人才的人才培养模式、学生管理模式和质量保证与监控体系等。首先,课题通过分析世界依托国民教育培养军事人才制度较为完善的国家,尤其是美国依托地方高校培养军事人才的制度、模式,提出地方综合性院校在国防生培养制度上,需要统筹规划国防生培养工作中的法律制度、组织体系、培养定位和软硬件建设等。其次,在学生管理模式方面,提出要参照军校学员队管理模式,实施军事化管理,建立模拟营连制度。第三,积极构建由控制要素、质量标准、统计测量与评价、组织、保障五个子系统构成的地方综合性院校国防生教学质量保证与监控体系。Firstly, by analyzing the countries, esp, the United States, in which military personnel education relies on national education system, this paper argues that in terms of institutional culture in national defense, local comprehensive university should overall plan the legal system, organizational system, train positioning and hardware construction in the work of trainning national defense students. Secondly, for the national defense students management model, the author proposes that local comprehensive university should refer to the cadet team management model, to get the implementation of military management system and build a simulation battalion. Thirdly, local comprehensive university should construct an education quality assurance and monitoring system which includes the control elements, quality standards, statistical measurement and evaluation, organization, security, and other five subsystems for trainning national defense students.
