基于DEA方法的地方高校科研绩效评价

摘　　要：运用数据包络分析方法 (DEA),基于近期数据,对我国31个省市地方高校科研绩效进行分析,并且从综合效率、技术效率和规模效率三方面评价了各地方高校的科研绩效水平,以及分析了各地区高校非DEA有效的不同原因。研究结果表明,我国地方高校整体科研绩效水平不高,综合效率非DEA有效的地区高达71%,技术效率DEA非有效也达到55%,地方高校投入——产出不成比例,地方高校资源配置效率整体偏低,亟待采取有效措施提高资源的利用率。Based on the recent data, this paper analyzed the scientific research performance of local universities from the 3l provinces of China by DEA method, and evaluated the level of the scientific research performance in various local universities from three aspects： the comprehensive efficiency, technical efficiency and scale efficiency, and explored the different reasons of non-DEA effect in various local universities. As shown by the research results, the whole level of the scientific research performance in local universities is not high. The proportion of non-DEA effect of the comprehensive efficiency reaches 71%, while the one of technical efficiency reaches 55%. Input and output of local universities are dis- proportionate. Overall resource allocation efficiency is low in local universities. It was expected that fective measures would be taken to improve the utilization rate of resources.
