摘　　要：民国时期(1912—1928年)湖南省瘟疫肆虐,给人民带来了极大危害。政府和社会团体采取了一系列防治措施,主要包括制定和实施防疫法规、实行调查疫情报告制度、组建防疫医院救治患者、实施交通检疫和隔离患者等,收到了一定成效。但由于时局动荡、卫生经费捉襟见肘、缺医少药等多方面因素的制约致使成效有限。如交通检疫和隔离患者在疫病防治中具有极其重要的作用,但由于人员有限,经费紧缺,不免有顾此失彼、鞭长莫及之虞。The plague wreak havoc of Hunan province in the period of the Republic of China （ 1912 - 1928 ）.Government and social organizations had adopted a series of measures, including formulate and implement epidemic prevention laws and regulations, carry out investigation of epidemic reporting system, implement traffic quarantine and isolation of patients. These Measures received some success. But it also was limited because various factors such as civil unrest, lack of health funds. Such as quarantine and isolation of patients in the epidemic prevention played an important role, but due to limited personnel, shortage of funds, not care for this and lose that, was beyond one＇s grasp.
