关于厉行勤俭节约的思考

摘　　要：自中央出台八项规定以来,经过全国上下的共同努力,在贯彻执行规定方面取得了一定成效。但少数地方政府片面执行上级规定而走向另一极端。过度、片面的勤俭节约也会带来严重影响下级积极性,直接导致工作不到位,盲目缩减日常财政开支,片面考核公布财政开支等不良现象。在厉行勤俭节约过程中,应从加强核心价值体系教育,科学合理安排经费使用,建立必要的奖惩激励机制,构建合理考核体系,建立责任追究机制等方面采取措施,建立长效机制。Since the central government introduced the eight provisions last December, carrying out the provisions has made certain achievements through the joint efforts of the entire nation. But a few leaders enforces the rules one-sidedly to the other extreme, it may bring other negative effects, for example, the one-sided, excessive frugality will seriously affect the lower enthusiasm, lead directly to work out of place, reduce daily expenditure blindly, assess and announce the financial spending one-sidedly. In the process of Enforcing the Frugality Rigorously, the long-term mechanism must be established by the countermeasures of strengthening the education of the core value system, arranging the use of funds scientifically and rationally, establishing the necessary incentive mechanism and building a reasonable evaluation system, establishing the accountability mechanisms.
