摘　　要："社区参与困境"是指社区建设过程中出现的社区参与主体"不参与"的境遇。在社区参与所面临的各种困境中,政府自上而下的行政管理与社区居民自下而上的社区自治不能有效对接互动,始终是横亘在破解社区参与困境中的元问题。社区参理事会为自下而上的利益表达和民智聚合、扩大社区自主权提供了机会和平台。可以断定,未来能否走出社区参与困境是决定社区建设能否成功的关键。基于长期参与式观察,通过案例分析,本文提出社区参与应该采取协商式的参与民主,以促进社区参与效率提升和社区自治进程的发展。The most trapped problem from community participation is that the top down government administrative management can＇t be effective interactive and docking with community residents of community autonomy from bottom to top. Community participation council provides opportunities and a platform for people expressing their benefits from bottom to top, collecting intelligence and expanding community autonomy. This article suggests that community participation should adopt deliberative democracy to improve the efficiency of community participation and develop community autonomy.
