摘  要:为提高锅炉压力容器安全检验机构(BPVSI)的绩效,基于平衡计分卡(BSC)理论,通过文献查阅法和专家调查法,建立锅检机构BSC战略使命目标分解驱动模型。初步构建锅检机构绩效测评指标体系。采用内容效度检验法,筛选得到28个指标。引入结构方程模型(SEM)理论,建立锅检机构绩效结构方程模型,对指标体系的结构进行优化。最终确定26个测评指标及其权重。结果表明:锅检机构BSC绩效测评体系和SEM模型优化得出的影响因素重要度由高到低依次为服务对象、内部流程、学习与成长、财务。锅检机构的安全发展应以服务对象为核心,同时注重BSC 4个维度的平衡。In order to improve the performance BPVSI institute, on the basis of theory of BSC, a BSC strategic mission target decomposition driven model of BPVSI institute was built using the method of biblio- metrics and expert survey. An index system of performance evaluation was established. Using the method of content validity test,28 indicators were initially determined. A SEM theory-based model was built for BPVSI institute and its index system was optimized 26 indicators and their weights were finally identified. The measures of enhancing its performance were proposed. The conclusion shows that factors influencing performance of BPVSI institute are servicing, internal processes, learning and growth, and financial in order of importance, and that servicing should be at core of BPVSI institute safety development, the bal- ance of BSC four dimensions should be paid attention at same time.
