基于公平价值取向的政府义务教育服务责任

摘　　要：公平正义是人类社会的共同追求,也是政府的重要责任。现阶段,我国义务教育领域公平问题依然存在并呈现出新的变化。作为供给义务教育服务重要责任主体的政府,必须以公平为价值取向,重新认识自身的义务教育服务职能和责任,树立义务教育服务意识,切实履行义务教育服务公平有效供给的责任,为每一个适龄儿童获得公平优质义务教育提供经费、法律法规、政策制度、技术等方面的保障,加强对义务教育服务的监督与评价。Government bears important responsibilities for the social equity. Now, the compulsory education impartiality still exists and new changes have arisen in China, so the government should understand the challenges and the problems faced in the implementation of the compulsory education equity. As an important duty of subjects in compulsory service, the government should rethink the duty and function on equity- orientation, fulfill the duty of the compulsory education supply, provide expenditure, laws, regulations, policy and technology to ensure the equitable and high quality compulsory education for every school-age child, and exercise a close supervision and evaluation over compulsory education service on account of the equity.
