摘　　要：通过分析当前检验检疫实验室发展现状与存在的问题,结合国内外形势发展变化,提出了检验检疫系统设立基准实验室的必要性,并从职能定位、准入条件、组织管理、考核和评估制度等方面对基准实验室的建设和管理提出了具体要求,完善了检验检疫实验室三级网络体系,为建立符合出入境检验检疫行政执法技术支撑要求的检验检疫实验室提供了依据。Through analyzing the present development status and problem：~ of Inspection and Quarantine laboratories, combining with the domestic and international economic situation and development change, this article puts forward to establish the necessity of Inspection and Quarantine Reference Laboratory. It also deals with the construction and management mode of Inspection and Quarantine Reference Laboratory in terns of function orientation, access conditions, organizational management, the evaluation and assessment system and oth^r aspects propose the specific requirements. The Inspection and Quarantine Reference Laboratory can improve the three level network system of Inspection and Quarantine Laboratory, provide technical support of administrative law enforcement of the entry-exit Inspection and quarantine.
