摘  要:日本《体育振兴基本计划》将提高中小学生体质作为首要目标,并且制定行之有效的详细实施方案;在《学习指导要领》内容设置上体现出增强学生体质的针对性;建立了以市町村学校为中心的综合型地域体育俱乐部,改善了学生体育环境;重视体质研究,建立学生体质监测系统。我国体育发展规划应重视体质策略及其实施的有效性;在义务教育《体育与健康课程标准》中应增设增强体质具体内容并发挥其指导作用;青少年体育俱乐部应为中小学生增强体质创造更好的机会;国民体质监测应改良粗放式监测方式。The Basic Plan for Sorts Vitalization implemented in Japan considered improving the fitness of elementary and middle school students as its primary goal, and established effective detailed implementation plans; in the setting of the contents of the Learning Instruction Outline, it showed action specific measures for improving student fitness; it es- tablished comprehensive regional sports clubs which base their center on municipality schools, improved student sports environments; it valued fitness study, established student fitness monitoring systems. In strategies implemented in China to improve the fitness of elementary and middle school students, the national sports development plan should pay attention to the effectiveness of fitness strategies and their implementation; specific fitness improvement contents should be added to the Physical Education and Health Curriculum Standard in compulsive education and their guiding function should be exerted; teenager sports clubs should create better opportunities for elementary and middle school students to improve their fitness; national fitness monitoring should improve its rough monitoring manner.
