摘　　要：以卫生监督保障指挥平台的应用特性,提出基于RIA和Flex的WebGIS系统架构,并对架构进行具体设计与实现。通过上海世博会监督保障和禽流感防控工作中的成功应用,表明该框架能实现跨平台、实时高效安全的数据传输、丰富的展示功能,有效提高WebGIS的运行效率,增强用户体验,为卫生监督综合信息的展示、分析和指挥决策提供更强的技术支持。In this paper in term of characteristics of Health Inspection Support Command Platform, a WebGIS system architecture based RIA and Flex was proposed. Then the designing and implementation of the architecture was discussed. The successful application of Health Inspection Support during Shanghai World Expo and avian influenza prevention and control proved that the architecture independent of operation systems achieved real-time efficient safe data transmission, rich display features, improved WebGIS operational efficiency, enhanced the user experience, better support for display, analysis and decision-making of comprehensive health inspection information.
