摘　　要：本文是作者在题库建设研讨会上的讲稿。文章区别于现有题库研究的模式,注重认识论;立足哲学和历史哲学的层面,从道器观的特殊视角重新认识题库和题库建设的重要性,倡导反省式思维,强调重在制度建设,提高人的素质,动态维护题库,完善题库工作机制,在一个全新的高度上确立题库建设的道路自信,从而推动考试领域的革命性变化。This article focuses on epistemology, which is different from other existing item bank study. Based on the philosophy and historical philosophy, item bank and the importance of its construction are rediscovered from Dao and Qi, a special perspective, which advocates reflective thinking, strengthens the system construction, improves human quality, maintenances the item bank dynamically, and improves the working mechanism. We should establish self-confidence on the road of item bank construction from a new level, thus pushing forward the examination revolutionary changes.
