摘 要:我国高校科技创新正在追赶世界先进水平,但在科技论文的质量水平、科技成果转化率、科技成果影响力等方面仍然有着明显差距。其存在差距的管理制度"瓶颈"因素有:科技研发机构的分工定位不够合理、科技项目管理者与项目承担者之间关系不够合理、科技评价机制不够完善、科技成果和科技产品的需求者与研发者之间的对接不够紧密。进一步增强高校科技创新活力,提高科技创新能力,关键是对科技管理制度进行改革。University' s science and technology innovation is catching up with the advanced world level in china, but in the quality of scientific papers, rate of scientific and technological achievement transformation, influence of scientific and techno- logical achievements, there is still an obvious gap. Its gap factors include:the research and development institutions of rea- sonable division of labor is not reasonable enough; relationships between project manager and project undertaker is not clear enough ; the evaluation mechanism is not perfect; the docking between the demander and the developer of scientific achieve- ments and products is not close enough. To further enhance the vitality of university science and technology innovation, im- prove innovative ability of science and technology is to reform the management system of science and technology.
