摘　　要：创新型科技人才已成为提升国家核心竞争力的重要战略资源。本文对政府在创新型科技人才开发中所面临的问题进行了分析,认为政府要从纯粹的管理者向参与者和协同体角色转变,并以协同创新为视角,对政府在创新型科技人才开发中的责任作了重点论述。Innovative talents for science and technology research become the critical strategic resources to leverage the core competence of our country. The paper covers the challenges the government is facing in developing these talents, analyzes the fundamental issues in its current system, and recommends the government to change its roles from managing the program to participating and collaborating. The Government responsibility in developing innovative talents for science and technology is also defined.
