药品安全监管资源配置与医药经济发展的相关性分析

摘　　要：2008年以来,药品监管垂直体制向综合协调机制的演变,监管资源配置划归为地方政府,资源配置受到一定影响。通过对药品监管资源配置的聚类分析,和医药经济发展的panel data(面板数据)实证分析,结果显示:全国性药品安全监管资源配置方案,应该从制度层面进行规制,实施监管责任体系的评价和试点,实现药品监管资源合理布局,对监管资源的优化配置,以促进药品安全监管能力的提升。Since 2008, the evolution of drug regulatory system has occurred from vertical institutional to comprehensive coordination mechanisms, and the management of regulatory resource allocation has been classified as local government. The resource allocation has affected drug supervision to some extent. We performed the cluster analysis on drug regulatory resource configuration and the empirical analysis on the Panel Data of pharmaceutical e conomic development. The results suggested that the resource allocation schemes of the national drug safety supervi sion should be regulated from a system perspective, a system for evaluation and pilot of regulatory responsibility should be established, the rational distribution of pharmaceutical regulatory resources should be achieved, and the al location of regulatory resources should be optimized in order to enhance the ability to promote drug safety supervision.
