NGO的资金不足和运动能力有限的双向制约破解:“整体政府”的视角

摘　　要：中国的NGO发展呈现出巨大的生机和活力,但是资金短缺是制约NGO进一步发展的最大瓶颈。NGO发展的一大困境是运动能力不足,运动能力不足蜕化为营销乏力,压缩了NGO的空间活动行为,职能受阻,导致组织可支配资金不足。运动能力有限和资金不足存在一个双向制约的循环,借鉴"整体政府"理论实现在价值观念的提升、管理方式的转变、公共事务处理的协同等方面实现NGO发展"路径依赖"的破解和进一步发展的空间拓展。The development of China^s NGO presents great vitality and vigor, but the shortage of funds is a big bottleneck for the further development of the NGO. NGO is a big trouble for the development of the sports ability is insufficient, insufficient exercise capacity reduces to marketing,lack of power, compresses the NGOts activity space, binders its function, and then results in insufficiency of disposable capital of the organization. That sports ability is limited and the shortage of funds is a two-way cycle. So, some aspects, such as, using the theory of ＂holistic government＂ to realize value improvement, the change of managing ways and the cooperation of dealing with public affairs, realize the crack of the development of the ＂path dependence＂ and the expansion of space.
