摘　　要：科技型中小企业缺乏有价值的有形抵押资产,银行等金融机构基于风险等因素考虑,不愿意为其借贷资金。处在这种情况下,充分发挥知识产权等技术优势,获取企业发展所需要的资金,成为科技型中小企业融资的重要一环。文章分析了现有知识产权质押贷款模式中政府的角色,阐述了政府在科技型中小企业知识产权质押贷款中的合理定位以及政府应该从哪些方面合理介入,推进知识产权质押融资。Technology-based small and medium-sized enterprises lack of valuable tangible mortgage assets. Banks and other financial institutions based on the risk factors to consider are not willing to pay for its borrowing money. In this case, give full play to the intellectual property rights and other technical advantage, access to the funds required to enterprise development, become an important part of small and mid-sized enterprise financing. This paper analyzes the existing intellectual property pledge loan pattern, the role of government, government＇ positioning in small and mid-sized enterprise intellectual property pledge loan, and how the government perform reasonable intervention, so as to promote the intellectual property pledge financing in small and medium-sized enterprises.
