试论现代公益性赛马的本质

摘　　要：赛马由选拔优秀马匹引申而来,选择速度最快的赛马作为种马是选育和改良马匹最重要、最恒定的传统。赛马彩票不同于投机、赌博,因为马彩产生的负面影响可控。现代公益性赛马的本源在于公益慈善事业,慈善赋予赛马业全新的生命,并提供旺盛的生命力源泉。现代公益性赛马及马彩可视为财富再分配的杠杆和工具,且比股票、彩票等更能募集善款和反哺社会,成为很多国家和地区的"超级纳税大户和就业大户"。现代公益性赛马的生命在于公信力与监管。Horse racing comes from variety breeding. The selection of excellent horses with fast speed as stud horses is the most important and stable tradition for breeding and improvement of horses. Horse lottery is different from speculation or gambling because its negative impact can be controlled. Modern public welfare horse racing derives from public charity, which gives horse racing industry a new life and provides the source of great vitality. The modern public welfare horse racing also can he regarded as a lever and a tool of redistribution of wealth, raise money for charity and repay the society than stock and lottery, and become a super major taxpayer and one of the largest employers in many countries and regions. Its life lies in credibility and supervision.
