摘 要:领导干部选拔任用制度改革是干部人事制度改革的重点和难点,其改革的期望目的是提升选拔任用的公信度。选拔任用的公信度与制度的民主性、公正性、科学性直接相关,因而"三性"可以设定为分析和评价领导干部选拔任用的三项价值准则。现行领导干部选拔任用的制度规范和实际操作中,不同程度上存在一些缺失或偏离民主性、公正性、科学性价值准则的问题。由此,提升领导干部选拔任用公信度,应该以"三性"为制度建设的切入路径,以选拔任用的过程更民主、结果更公正、制度更科学为三维目标,形成解决问题并优化制度的系列对策。The reform of Cadre' s selecting and appointing is of significance of institutional change of cadre' s and Personnel in China and the purpose of the reform is to increase the Public credibility. This paper argues that the credibility comes from the democracy, equity and scientificalness of institutional design, which could be analyzed and evaluated by the above--mentioned three indexes. Based on examining the practice and case, the author thought the practice of selecting and appointing cadre had deviated the value of democracy, equity and scientificalness, to some extent. Thus, the institutional change should take the three indexes as paths to improvement of credibility of Cadre's selecting and appointing to achieve more democratic, equal and rational. At last, the paper offers some suggestions to solve the deviation with perspectives of the three indexes.
