新型农村社区建设的土地金融分析——基于山东省四种建设模式

摘　　要：本文通过对不同金融要素介入市场化运作、城乡建设用地增减挂钩、龙头企业带动和村民自筹自建等四种新型农村社区建设模式的比较分析,描述了金融介入的审慎性、差异性特征,并对其致因予以分层剖析,对约束信贷投入的土地制度等外部因素做了深入探究。在此基础上,通过对四种建设模式所对应的城市化、工业化、农业现代化三种土地利用模式的拓展性分析,为未来金融更大规模的介入支持理清了发展和改进思路。Through comparing and analyzing the four construction models such as the participation of different fi- nancial factors in market-oriented operation, linking the increase and decrease of the land for construction use in both urban and rural areas, construction led by leading enterprise and self-construction by the villagers, this paper illus- trates the prudence and differentiated property of financial interference and analyzes its causes. Besides, it conducts ex- tended analysis on the impact of four kinds of construction models on urbanization, industrialization, agricultural mod- ernization expansion of three different land use patterns and make conclusions, which sorts out thoughts for the devel- opment and improvemant for the larger scale intervention of financial support in the future.
