新型职业农民及其产业发展影响因素分析——以浙江省为例

摘　　要：通过对浙江省中高级农村"两创"实用人才的问卷调查,系统分析新型职业农民的样本特征、产业发展概况及其相关变量影响因素,表明新型职业农民的培育一般要经历中长期的职业培训与实践锻炼,其影响产业发展最主要的因素是生产技术、劳动力成本高和政府项目支持,影响其农业纯收入最主要的因素是采纳了新的种养技术、新品种推广和提高了经营管理水平等。提出了对新型职业农民的教育培训应高度重视其生产技能素质、经营管理能力的提升,建立激励机制强化后备职业农民培育,探索制度安排和政策跟进的顶层设计,推进农业职业化资格准入制度。Through a survey of senior rural practical talents in Zhejiang province, we analyse the sample characteristics, industry development and its related variables of occupation farmers, indicating that the cultivation of new occupation farmers generally will experience occupation training and practice in a long term. The affecting factors of industry development are production technology, high labor cost and government supporting project. The main factors that affecting net income are the adoption of new breeding technology, the promotion of new varieties and improvement the management practices. Then we put forward to new occupation education and training of farmers should pay attention to their production skills, management ability, establishing incentive mechanism to strengthen occupation training of reserve farmers, exploring the top-level design of system arrangement and related policy, promoting agricultural occupation qualification admittance system.
