基于职业农民主体发展现代农业的思考

摘　　要：针对我国现代农业发展面临的人力资本困境,从职业农民的特质出发,揭示职业农民发展现代农业的作用和路径。研究表明,职业农民是不同于传统农民的现代农民,具有引领现代农业发展的重要作用。发展现代农业应以职业农民为主体推进农业产业化、推动现代农业示范区建设和健全新型农业社会化服务体系。基于职业农民主体的引领作用,创新农业人力资本积累制度和调整现代农业发展政策是十分必要的。Aiming at the human capital dilemma in development of modern agriculture, the function and realization path of famer operating modern agriculture are studied from the characteristics of farmers. The results indicate that the farmer is different from the traditional peasant in qualities and has the leading role in the development of modern agri- culture. It is necessary to promote the construction of modern agricultural demonstration zone to establish and improve the new agricultural social service system based on the farmers, to innovate agricultural human capital accumulation system and adjust the modern agricultural policy system.
