摘　　要：承包制是经历史检验的行之有效的经营管理基本方式。承包制在我国企业改革中扭曲 ,基本原因在于以承诺利润定标 ,缺乏咨询公司咨询 ,将承包制与租赁制等同。承包制的本质是通过选择承包经营方案确定承包人。承包制创新是现代企业制度建设的重要组成部分。Contract and responsibility system is an effective basic management method examined by history,but it is distorted in our country's enterprise reform.The fundamental problem lies in setting a bid based on promised profits,lack of consultations from a consul- tative company and equalizing contract and responsibility system with a lease one.The essence of a contract and responsibility system is to determine a contractor by selecting an operating scheme.Bringing forth new ideas in contract and responsibility system is an important part of m odern enterprise system construction.
