摘　　要：国务院率先启动武陵山片区区域发展与扶贫攻坚试点工作为全国其他连片特困地区提供示范,其中总体要求和战略定位之一就是建设民族团结示范区。武陵山片区创建民族团结进步示范区,必须在科学发展、民生改善、民族团结宣传教育、民族团结进步创建活动等方面实现率先跨越和创新,建构以"共同团结奋斗、共同繁荣发展"为主题,以构建和谐民族关系为目标,以改善民生为重点,以各种形式创建活动为载体,以加强民族团结教育和创新社会管理为手段,全面推进党和国家民族政策的贯彻落实等为内容的民族团结示范区建设路径。The State Council＇ Pilot Work on the taking the lead in starting the Regional development and overcome the ditticuh of alleviating poverty in Wuling mountain area provide a demonstration for Our country＇ s other impoverished area.To construct the demonstrative area in the national unity and progress in Wulingshan mountain area, we should take the lead in implementation spans in the scientkqc development, improve people＇s livelihood, propaganda and education on national unity and progress, to explore the construction mode on taking ＂working together for common prosperity and development＂ as the theme, in order to construct the harmonious national relation as the goal, focus on improving people＇s livelihood, in various forms to create the activity as the carrier, to strengthen national unity education and the innovation of social management, the comprehensive promotion of carrying out the Party and national＇ s national policy as the contents.
