摘  要:党的十六大以来的十年中,党和国家高度重视农村教育,制定了推进农村教育发展的系列政策,确立了不同阶段政策目标,有效促进了农村教育改革,实现了我国农村教育的跨越式发展。作为影响农村教育改革与发展的主导因素,农村教育政策的制定和落实,对农村教育的发展起到了决定作用。回顾和分析十年农村教育政策,研究政策体系构成以及趋向、特征,有利于进一步明确农村教育改革重点,预测农村教育未来发展趋势,为农村教育更好更快的发展奠定基础。In the past ten years, since the Sixteenth National Congress of the CPC, the Party and the government have attached great importance to rural education, enforcing a series of policies to promote the development of rural education, establishing policy objectives at different stages, and effectively conducting rural education reforms that have achieved significant progress. As a major factor affecting rural education reform and development, the formulation and implementation of rural education policy plays a decisive role in the development of rural education. Reviewing and analyzing the rural education policy in the past ten years and studying the formation, we find that there are tendencies as well as features of the policy system that are helpful to further clarify the focus of education reform in rural areas, to forecast the future trends of rural education, and that may lay the foundation for developing the rural education better and faster.
