规范行政权力:我国现代大学制度建设的基本逻辑

摘　　要：建设中国特色现代大学制度是《国家中长期教育改革和发展规划纲要(2010-2020年)》作出的重要部署。探索和完善中国特色现代大学制度,应以大学自治、学术自由和教授治学理念为基础,彰显学术权力,这是现代大学制度的根基。针对中国大学制度所存在的行政权力泛化之顽症,规范行政权力是中国现代大学制度建设所应遵循的基本逻辑。The construction of the modern university system with Chinese characteristics is an important part of ＂National Outline for Medium- and Long-Term Educational Reform and Development （2010-2020 year）＂. Approaches to improve the modern university system with Chinese characteristics should be based on the fundamental notions of the modern university that includes the notions such as university autonomy, academic freedom and university management by professors, the superiority of the academics. In view of to the existing problems of the dominance of administrative power in Chinese Universities, this paper holds that rationalizing the administrative power is the guideline which should be followed in the construction of the modern university system in China.
