新型城镇化背景下的社会管理转型升级——从碎片化社会管理走向整体性社会管理

摘　　要：新型城镇化背景下的社会管理转型升级既是有效释放城镇化改革红利的重要手段之一,也是实现社会管理创新的重要举措之一。从价值层面和工具层面看,新型城镇化与社会转型升级具有耦合关系,"不出事"逻辑下的碎片化社会管理深陷管理成本高、风险大、绩效低的窘境,已不能有效释放新型城镇化的改革红利,急需转型升级。而新型城镇化背景下社会管理转型升级就是要实现"不出事"逻辑下的碎片化社会管理向"人的管理与服务"逻辑下的整体性社会管理的转变,需要进行宏观层面的社会管理体系构建、中观层面的社会管理机制整合和微观层面的社会管理路径选择三位一体的系统性组合创新。Under the new urbanization,social administration transformation and upgrading are not only important means to release the urban reform dividends,but also important measures to achieve social administration innovation.Studies have shown that from the value level and tools perspective,coupling relationship shows between new urbanization and social transforma- tion and upgrading;Distinguishing and picking the'bad'and'good'outcomes between mal- practices of the'no trouble'logic-oriented social administration fragmentation and'people administration and service'logic-oriented social administration,is the mechanism of social transformation and upgrading;thus,social administration transformation and upgrading under the new urbanization substantive background is to achieve the transformation from'no trou- ble'logic-oriented social administration fragmentation to'people administration and service' logic-oriented social comprehensive administration,mainly in the macro-level of social ad- ministration system construction,meso-level of social administration mechanism integration and micro-level social administration path choice.
