论网络公民利益表达的三重困境及其消解

摘　　要：始于上世纪80年代的中国改革专注于经济改革,片面追求经济增长,本应相适而行的政治体制改革明显滞后。然而,伴随经济改革与经济增长而至的多元价值观丛生和社会利益分化的现实,使社会各利益主体间的交往合理性难以有效达成。各利益主体均力图掌握决定公共事务走向的话语权。不可否认,不同利益主体间的话语权分配严重失衡,弱势群体的利益诉求在低效制度平台下往往无法得到有效回应,而日益成为"政策难民"。现实利益诉求的刚性将使其转而寻求制度外的网络化的利益表达方式。然而,这一利益表达方式亦存在如下三大问题:表达主体失场、表达内容失真和表达效果失控。培育成熟的网络参与主体、塑造网络媒介的社会责任观,切实发挥政府对"舆论"导向的引领作用是消解上述问题的因应之道。Begun in the 1980s,China's reform focuses on economic reform,and the political sys- tem reform apparently lags.However,along with the economic reform and economic growth of multiple values clumps,the reality of social interest is difficult to effect.There is no denying the fact that there exists power allocation imbalance between different interest subjects.The interests of the disadvantaged groups' demands in no effective response are often inefficient system platform,and have become a policy'refugees'.Interests of rigid reality would make the turn to seek the way to express the network system.However,the expression has the fol- lowing three problems:subject field loss,content distortion and results out of control.Cultiva- ting the mature network participation main body,the network media's social responsibility and the real play to the government's leading role of'public opinion'orientation is the way of the above problems.
