党的民族政策与边疆多民族地区和谐民族关系的构建——以云南为例

摘　　要：民族政策的价值取向决定着民族关系的状态,发展和谐的民族关系一直是党的民族政策的核心理念。作为一个多民族的边疆省份,云南在运用党的民族政策构建和谐民族关系中取得了良好成效,其做法对边疆多民族地区和谐民族关系的构建具有重要的借鉴意义。但在当前深刻变化的国际、国内背景下,还有必要进一步强化"多元一体"的民族政策价值取向,构建权利义务对等的民族政策输出机制,构建必要的民族意识调控机制,建立边疆多民族地区公共危机应急处理机制,建立以法律手段为主的民族政策实施方式,以实现党的民族政策持续促进边疆多民族地区民族关系的和谐。The values of a nation＇s ethnic policy determine its ethnic relations. The development of harmonious ethnic relations is always the core concept of the CPC ethnic policy. As a multi - ethnic border province, Yunnan has made great success in ap- plying the national policy to building ethnic relations, which also sets a good example for border areas in other provinces. But with the profound changes of international and domestic backgrounds, measures should be taken to realize the sustainable harmo- ny in these places. Suggestions proposed go as follows： strengthening further the pluralism - oriented national policy system, building a national policy output mechanism with balance between the rights and the obligations, establishing a coordination mechanism between ethnic and national consciousness one, establishing an emergency response mechanism of public crisis in multi - ethnic border areas, and making law the priority means in the process of national policy implementation.
