摘　　要：军工行业信息化具有区别于其他行业的八个特点,经过多年的自主发展,很多问题愈发凸显,特别是发展思路和模式,值得重新探讨。针对这些问题,从实践出发,通过深入分析,提出以集团为主体,分两个层次的发展思路,采取平台化和技术与管理分离的两种信息化建设模式,侧重应用质量、投资效率、协同效果的信息化考核模式,以及适应多区域、多领域、不平衡现状下的"云计算服务"与"俱乐部制"的柔性化集团信息化发展模式。探讨了当前的其他热点问题,对军工行业信息化的发展具有多方位的参考意义。Informatization of military industry has some features different from other industries. Over years of independent development, many issues were highlighted, and the mode of development needs reconsidering. Aiming at these issues, a two-level development policy with group as the mainstay was proposed. The informatization construction mode contains two aspects： platform and separation of technology from management. The informatization assessment mode should be focused on the quality of application, the efficiency of investment and the effect of collaboration. And the flexible development pattern for group informatization should adapt to ＂ cloud computing service＂ and ＂club system＂ based on multi-regional, multi-field, and unbalanced develpment. Other hot topics were also discussed.
