摘　　要：建国初期中国共产党转变执政方式,初步实现了以政策执政向依法执政的转型。确立法制建设原则,奠定法制建设理念;废除旧法制,建立新的人民民主法制;强调依法办事,倡导法制精神,在依法执政路向的探索方面取得了较大的成效。The CPC transformed its ruling way in the early days after foundation, from policy administration to the ruling ac- cording to law. It established the principle of the legal system construction, laid the concept of legal system construction, abolished the old rules of law, established a new people~ democratic legal system, emphasized the obeying of the law, and advocated the spirit of the rule. of law.
