摘　　要：高校管理体制改革的关键是由过程管理向目标管理过渡,实现由学校集中统一管理向以院系为中心的二级管理的转变。结合本校的实际情况与实践工作,本文重点探讨了院系二级管理中出现的问题并提出合理的改进措施。The key of university management reform is the transition from process management to the target management; achieve centralized management by the school as the center of the department to second management changes.Combined with the actual situation in our practical work,this paper focuses on the problems in second management of the departments and proposes reasonable measures for improvement.
