摘　　要：该文通过对石城县农村居民点用地整治情况的实地调查,对非政府组织在农村居民点用地整治中运行前后进行了比较分析。分析结果表明,新农村建设理事会在农村居民点用地整治中发挥着越来越重要的作用,广泛地调动农民参与农村建设的积极性,与村委会形成良好的协作,是新农村建设中的有力助推器。Based on the survey of rural residential land remediation in Shicheng County， this paper made a com- parative analysis before and after the non-governmental organizations participating in the rural residential land re- mediation. The results showed that the rural council played an increasingly important role in the rural residential land remediation， e.g.， extensively stimulating peasants to participate new rural construction， forming a good col- laboration relationship with the village committee. It was a powerful booster in new rural construction.
