当前基层组织亚文化建设中的问题及辨析

摘　　要：基层组织的亚文化建设,是增强全民族文化创造活力、促进文化大发展大繁荣的重要路径。当前亚文化建设普遍存在着迷茫、漠视、忧虑、扼制等问题,严重影响着文化建设的整体活力,致使部分组织文化建设出现了肃杀萧条的气氛。存在以上诸问题的原因,主要是对文化发生、存在、发展和作用方式缺乏理论认识和理性思考,对主文化与亚文化关系缺乏辩证思维,对亚文化地位缺乏应有的重视。解决以上诸问题的对策,首先是强化各类组织领导者文化理论的学习,提高对亚文化作用的认识;其次是系统设计组织文化战略,统筹组织文化发展规划,清晰主亚文化职能分工,协调主亚文化融合推进;再次是多角度探索亚文化建设方式,激发基层民众文化创造积极性,全面提升基层民众文化自觉。The subculture development of grass-root organizations is an important path of inspiring the cultural creativity of the whole nation and promoting vigorous development and prosperity of socialist culture. Those problems of current subculture development, such as confusion, indifference, anxiety, and control, have a serious impact on the overall vitality of cultural development and make culture development of some organizations depressed. Several factors have been adduced to explain the reason, such as, lacking a theoretical understanding and rational thinking on cultural occurrence, existence, development and role; lacking a dialectic thinking on the relation between mainstream culture and subculture; lacking an attention to sub-culture status. Some measures may be taken to solve the above problems： the first is to improve the study of leaders of various organizations on cultural theory and raise awareness of subculture＇ s role; the second is to formulate systematically the strategy for organizational culture, to co-ordinate the development plan of organizational culture, to deter- mine division of functions of mainstream culture and subculture and to push forward the fusion of mainstream culture and subculture; the third is to explore method of subculture development from various angles, to stimulate the enthusiasm of grassroots＇ cultural creativity and to enhance grassroots cultural consciousness in an all-round way.
