摘　　要：从人、机、环境和管理四个方面对飞行甲板安全状况进行分析,以系统的人员、设备、环境和管理为基础,分固有安全和运行安全两个层面,建立了飞行甲板安全评价指标体系,给出了评价指标的具体内涵和评价标准,提出了评价指标有效性检验的思路。理论分析表明:所建立的飞行甲板安全评价指标体系可以作为飞行甲板安全评价和安全管理的基础。This paper has analyzed flight deck safety in the four aspects of human, equipment, envi- ronment and management, which are essential to the safety of flight deck, and established the safety evaluation index system of flight deck according to the inherent safety and operational safety based on the four factors. The system refers to the concrete indexes and standards for assessment and the effec- tive approaches to verification. The theoretical analysis shows that the index system can serve as the basis of the safety assessment and management of flight deck.
