区域制度环境对企业技术创新的影响

摘　　要：我们利用中国省域制度环境的面板数据,实证检验了制度环境对企业技术创新的影响,发现市场中介组织的发育和要素市场发育对企业技术创新产生了显著正向影响。在市场中介组织发育的制度细分指标中,律师和会计师等市场中介组织服务条件、行业协会对企业的帮助程度这两类细分制度指标对企业R&D投资有明显的影响,其他如对生产者合法权益的保护等制度指标却没有促进企业技术创新的投入。而在要素市场的发育程度指标中,金融业的市场化、技术成果市场化程度这两个要素发挥了明显的作用,但是,引进外资的程度,劳动力流动性没有发挥出应有的制度效果。We use the panel data of China＇s provincial institutional environment to test the effects of institutional environment on business technological innovation and find that development of market agents and factor market have significant positive effects on business technological innovation. In the institutional indicators of the devel- opment of market agents, the indicators of service conditions and industrial associations of such market agents as lawyers and accountants have obvious influence on business R ＆ D investment. Such institutioanl indicators as the protection of producers＇ lawful interests and rights do not enhance input of business technological innovation. In the indicators of the development of factor market, marketization of financial sector and technological fruits have obvious influences. However, the degree of atrracting foreign capital and labor mobility have failed to have corresrondirm institutional effects.
