摘　　要：文章从制度入手,在国家层面、地方政府层面、社区层面上对我国当前的代课教师现象进行了分析。认为由于教育意义在中央和地方存在差异,地方政府采用"谋利"和"规避风险"的行为,致使农村地区教师严重不足的现象,从而使代课教师得以存在。This article obtains from the institution and analyzed the current phenomenon of substitute teachers of China from national, local government and community level. The author believed that due to the differences between the central and local government, local government have to adopts the ＂profit＂ and ＂risk off＂ behavior, which bring about the phenomenon of teacher - shortage in rural areas and the existence of substitute teachers.
