摘　　要：实现和维护社会公正是政府社会管理的首要职责和核心目标。妥善解决社会公正问题,已成为当前社会管理的首要任务。政府在现代社会管理创新中必须坚守社会公正这一核心价值取向,重塑现代政府社会管理公正观;构建动力系统与公正系统相结合的现代社会治理系统;建立和完善维护社会公正的现代社会善治结构;推进以服务、责任、法治、廉政为核心理念的公正政府建设;注重建设和实施维护社会公正的社会政策和制度。Realizing and safeguarding the social justice is the tives. It has become a top priority of the current social management government＇s primary duty and core objec- to solve the problems properly related to the social justice. In the innovation of the modem social management, the government should keep the social justice as its core value orientation, reframe its idea of justice, build a system of management with the combination of dynamical systems and justice systems, establish and perfect its structure of good governance, promote the devel- opment of a just government based on the core conception of service, responsibility, laws and building a clean government, and lay stress on the construction, and implement of the policies and institutions to maintain a just government.
