摘 要:在经济全球化时代,各国都重视科技创新,加大了政府对科技创新的资金投入。但是,政府科技投入对科技创新的影响缺乏专门的、跨国跨时间段的考察。提出"政府科技投入是否以及在多大程度上对科技创新起到积极的促进作用"的研究议题,分析40个国家1982—2010年的面板数据,进行混合最小二乘法、固定效应模型、异方差稳健型固定效应模型三种模型的估计。通过回归分析得出以下结论:政府科技投入显著促进科技创新;政府用于促进科技创新的科技投入资金使用效率较低,尚需改进。In the era of economic globalization, science & technology innovation is attracted more and more importance, and governmental investment in science & technology innovation increases in most countries. However, the issue that how the governmental investment influence science & technology innovation lacks of specialized multinational cross-time inspection. The research question of this paper is 'Whether and how governmental investment plays a positive role in promoting science & technology innovation?' We analyze panel data from 40 countries worldwide from 1982 to 2010, estimating the model of Pooled OLS, model of Fixed Effects and model of Heteroskedasticity-Robust Fixed Effects. Regression analysis leads to the following conclusions. Governmental investment significantly promotes science & technology innovation. Furthermore, the efficiency of the capital use of governmental investment in science & technology innovation is low now, and should be improved.
