摘　　要：非政府组织在当今世界范围内的快速发展,根源于自身的特性及其所肩负的历史使命。在社会主义制度之下,非政府组织少了"尖锐性"和"对抗性",多了"补充性"和"调和性",在和谐社会的建设中能更好地发挥自身的灵活多样性和及时有效性,以及大众参与的优势。对山东省非政府组织(2008—2012)发展的考察分析表明,在对待非政府组织发展过程中出现的问题上,必须秉持具体问题具体分析的科学态度,不可盲目地套用西方理论加以简单化的评判。非政府组织的发展与社会的经济文化发展程度紧密相关,这就决定了其成长是具有明显阶段性特点的一个漫长过程。非政府组织的健康发展得益于自身、政府、社会和公众等多方面的系统跟进,任何一方缺位,都不利于非政府组织在和谐社会建设中积极作用的发挥。The rapid development of NGOs today stems from its own characteristics and historical missions. NGOs under socialism system are more ＂complementary＂ and ＂mediatory＂ rather than ＂acute＂ and ＂confrontal＂, which gives full play to their flexibility, diversity, promptness, availability and mass participation in constructing a harmonious society. Based on the investigation of NGO development in Shandong （2008 2012）, the paper proposes that when handling NGOs＇ problems in their development, we should not make simplistic judgment based on western theories, but handle them scientifically case-by-case. As the development of NGOs is closely related to economic and cultural development, it determines their growth shall be a long process marked by phases. Sound development of NGOs results from systematic follow-up of all sides including the government, the society, the public and themselves.
