基于模糊综合评价法的技术创新融资环境评价——对陕西中小型科技企业的调查

摘　　要：技术创新是企业获得竞争优势的决定力量,也是一国经济持续增长的内在动力。它需要各项制度的综合支持,金融支持尤为重要,融资环境的优劣在很大程度上反映金融支持的力度和效率。本文构建了技术创新的融资环境评价体系,通过对陕西省高新区及产业园区内中小型科技企业技术创新的走访调查及问卷调查,采用模糊综合评价法对陕西省中小型科技企业的融资环境进行综合评价。结果表明:陕西省金融支持技术创新的体系中,政府支持的评价水平远远高于其他一级因素,而银行体系融资、可供选择的融资渠道、中介机构服务的融资环境评价水平基本持平,且与政府支持的评价水平相差较多。Technological innovation is not only the decisive force to gain a competitive advantage, but also a country＇s sustained economic growth inherent dynamism. It requires integrated support of various systems, and financial support is particularly important. The merits of the financing environment largely reflect the strength and efficiency of financial support. This paper builds the technology innovation financing environment evaluation system, through the Shaanxi Provincial High-tech Zone and Industrial Park, technological innovation technology SMEs visited surveys and questionnaires, the use of fuzzy comprehensive evaluation method for small and medium sized technology enterprises in Shaanxi Province financing environment comprehensive Evaluation. The results show that in the Shaanxi Provincial financial support of technological innovation system, the evaluation level of government support is much higher than other primary factors, but the evaluation level of environmental assessment of the banking system financing, alternative financing sources, financing intermediary services are basically the same, and quite different from that of the government support.
