摘　　要：“建立谈判机制，共促健康发展”圆桌会，是第七届医院院长年会上讨论最激烈的分会场之一。来自医保部门、医疗机构的嘉宾与相关专家一起，就当前医保与医疗机构在医保基金使用、管理，特别是风险分担上存在的分歧，进行了充分交流。会议结束后，很多嘉宾仍然意犹未尽。There are three priorities in payment reform of health insurance. The first one is the openness, transparency and participation of public budget system which means budgets and final accounts should be open and transparent, and the negotiation mechanism between health insurance and health facilities should be institutionalized. The second one is establishment of proper rules and incentives for health facilities. The third one is de-bureaucratization and corporatization of public hospitals.
