摘  要:为使空中交通管制(ATC)安全保障能力与航空运输量的要求相匹配,从能力的静态与动态特征2个方面,构建空管安全运行保障能力模型。空管安全运行保障的静态能力分为管制指挥、情报服务、气象服务和通信导航监视等4种能力;动态能力分为风险管理、安全文化、安全投入、组织管理、人员能力、设备能力等6个方面。利用结构方程模型(SEM)构建保障能力之间的关系结构模型。研究表明,动态能力的提升对改善空管安全运行保障能力有显著性影响,其中,安全投入、设备能力、风险管理是提高安全运行保障能力最直接有效的3个方面;静态能力的构成中,管制指挥能力受其他3种能力的制约,其影响程度由大到小依次为情报服务、通信导航监视、气象服务能力。动态能力的6个方面对静态能力均有显著的影响,因此可以获得任意动态能力要素组合对静态能力的影响程度。In order to make ATC safety guarantee ability matches with increasing needs from air traffic transportation, an ATC safety guarantee ability model was built based on two aspects, which are static and dynamic capabilities. The static safety operation guarantee ability is divided into four major fields. They are command and control capability, the information capabilities, the weather managing capability, as well as communication, navigation and monitoring capability. Meanwhile, the dynamic capability is divided into six areas. They are risk management, safety culture, safety input, organizational management, staff capacity, and equipment capacity. A model was built for relationship among safety operation capabilities via SEM. It was demonstrated that improved dynamic capability plays an important role in guaranteeing safety operation ability of ATC, that safety input, the equipment capacity, and risk management make the most significant contribution to improving the ability that command and control capability is greatly influenced by information capabilities, the weather managing capability, and communication, navigation and monitoring capability, and that the dynamic capabilities have a significant impact on static capacity, therefore, an arbitrary combination of dynamic capability factors can influence the static capacity.
