摘　　要：目的了解浦东新区卫生人力资源现状,为改善卫生人力资源管理提供决策信息。方法对2011年区域内各级各类医疗卫生机构的人员信息开展问卷调查,并进行统计学描述分析。结果新区局属公立医疗卫生机构18 232人,其中编内人员11 604人(63.64%),高级职称以上1 276人(7.00%),硕士及以上学位957人(5.25%)。每千人口卫生人员数从2009年的5.52人下降至2011年的4.64人,医护比从1.01上升到1.06,床护比从2.00下降至1.89。结论卫生人力资源总量较大,但相对量较低;医护比、床护比配置结构不太合理;医疗卫生人员职称与学历总体偏低;编外人员占比较高。OBJECTIVE To find out the status of health human resources in Pudong New District, and provide information for decision- making to improve the management of health human resources. METHODS Carrying out a questionnaire survey of the personnel at all kinds and levels of medical institutions in Pudong New District in 2011, and conducting a descriptive analysis of the survey results. RESULTS There are 18 232 people belong to public health agencies of the Board of Health in the district, in which 11 604 people （63.64%）are authored personnel, 1 276 people（7.00%）have senior professional titles, and 957 people（5.25%） have master degree or above. The number of health personnel per thousand populations decreased from 5.52 in 2009 to 4.64 in 2011. The ratio of doctors and nurses rose from 1.01 to 1.06 and the ratio of beds and nurses dropped from 2.00 to 1.89. CONCLUSION Large number in total amount and low level in relative number of health human resources; structure of the ratio of doctors and nurses and the ratio of beds and nurses are not reasonable; professional titles and qualifications are generally low; the proportion of supernumerary personnel are high.
